NYSERDA
New York State Energy Research and Development Authority (NYSERDA) is a public
benefit corporation created in 1975. Today, NYSERDA’s aim is to help New York meet its energy goals: reducing energy consumption, promoting
the use of renewable energy sources, and protecting the environment.
Currently, NYSERDA is primarily funded by state rate payers through the System Benefits Charge (SBC) included in the bills of electricity customers of investor-owned utilities operating within New York State. These SBC funds were allocated towards energy-efficiency programs, research and development initiatives, low-income energy programs, and environmental disclosure activities. EmPower New YorkSM
The EmPower New York program will pay for 100% of the cost for electricity reduction home improvements, particularly lighting and refrigerator replacements, and measures such as improving insulation, and making the homes/rentals more healthy and safe.The program will also teach ways to use energy smarter and ways to manage energy costs.
Monroe County residents that live in a building with 100 units or less, and either participate in a utility payment assistance program or have a household income below 60% of state median income are eligible and is a customer of one of the following participating utilities:
- • New York State Electric and Gas Corporation
- • National Grid
- • Rochester Gas and Electric Corporation

NYSERDA hired Honeywell International to implement the EmPower Program. The energy efficiency services are delivered by private Contractors and participating
Weatherization Agencies, all of whom are Building Performance Institute Accredited.
NYSERDA will pay 100% of the cost for eligible customers and measures. There is no cost to the customer. In rental situations, some measures that directly benefit the eligible tenant are eligible without a landlord contribution.
